Description:
The mayor with consent of the board of aldermen shall appoint...three assessors...each of whom shall serve an indefinite term at the pleasure of the mayor...Said city officers shall receive such compensation as may be set by ordinance. Each assessor shall prior to his appointment have demonstrated knowledge of property appraisal or assessment and of the laws governing the assessment and collection of property taxes. It shall be the duty of the board of assessors to assess all taxable property in the city in accordance with general law and such administrative regulations as may be promulgated pursuant thereto, to maintain a standard system of assessment records, and to perform such other duties as the board of aldermen may prescribe by ordinance. The powers and duties of officers and heads of departments appointed by the mayor shall be those prescribed by state law, by this charter or by ordinance. [Ch. 42] An alternate member to the three (3) member board of assessors shall be appointed by the mayor and approved by the board of aldermen. The tenure of this office shall be for a three (3) year term. (c) The mayor or his designee, the city clerk, treasurer-tax collector and the chairman of the board of assessors shall constitute a municipal records committee pursuant to RSA 33-A who shall govern the disposition of city records in accordance with the provisions of state law.
